Unflashy 7 Problem (House of Cards)

Could I know the reason why both unflashy 7 Spades and also 7 Hearts could not be swapped into points? Could they be made flashy? I guess couldn't, right? Should not swap them them into points would be a wiser option instead keep them? At least, the points could be used to get any other cards which needed

Same as Aces, even unflashy 7s is considered as special cards and cant be swapped for points.
