The reward is for 3 and 6, while those 2 numbers do add up to 9, that isn't a reward for doing it 9 times, it's 2 rewards, one for doing it 3 and one for doing it 6.

well wen u get clothing for 1st time it takes gold to get the 1st star thats a refine (ident) then u use clothing shards to gain other stars on clothing thats the rest of refining and classed as ident

so yeah u could use gold twice on 2 sets of clothing to get the 1st set of stars then clothing shards to do rest thats why u got the rewards for both

Since you did 8 times, you have unlocked the reward tiers at 3 and at 6. Do 2 more times and you will unlock at 10 as well.
