Ice shard are from boss dungeons , i think it's from zabuga or vega the mad .
frageron are collected from the rock golems ( LVL 50) or you can buy it at a shop 30 - 1G <--- Between

Ice shard is dropped by Vega the Mad which can be found in Revenant's Vault any difficultty, frageron essence I get them at Revenant's Vault Nightmare (:

Fraggle Shards are synthesized in the Item Synthesis menu. It's the last option on the drop down list.

In Twilight Caverns. You can get there by opening your world map and selecting "Twilight Caverns", or go to the Teleporter in Starglade and select Twilight Caverns from the list. Once in Twilight Caverns, you speak to Sutton to go inside the dungeon.
