High Cookies.

Try clearing cookies.
Also, if you can try private browsing in mozilla or incognito in google chrome as they don't store cookies.

even if you can watch YT, your internet might still be slow for CS..CS and YT are different..please try the speed test to check your internet connection

Same things happened to me CS doesn't load on my browser... I have a fast internet and goos gaming computer... but still cant open on my browser gogle chrome or internet explorer..
