Level 2 wings + level 2 wings + 5 good luck charms = level 3 wings.

That sounds so ridiculous so you HAVE? to have 2 lvl 2 wings for lvl 3? can't just throw your luck at a fashion core?

before it was explained to me I tried using fashion core three times with lvl 2 wings and failed each time. What a waste. Get the second set of wings.

You can use cores x 5 but as Korlon has alluded to you have a much lesser chance of success as well as you will be unable to use good luck charms.
