Hy

I know that for lvl 3 wings u need 2 pairs lvl 2 wings ( and i think luck charms too )

my questions is can u change the second pair of wings with fashion core only ?

You can always use cores to synth/upgrade your wings but there is a chance for failure (increases with level). You may not use charms with the "clothing upgrade with core" option unfortunately.

You'd need five fashion cores to do wings and as KnowingEyes said you can not use good luck charms with fashion core. There is a chance that your wings will change even if you do not succeed in synthesizing.
