lmao... he/she's most probably talking about upgrading the innate skills of BA DK FL, not other ordinary pets. You will never obtain them, it's impossible :P cause r2 never implement that kind of skill books :3

There are two packs that contain level 3 skill books in the Red Dragon Hunt, should luck grant you these prizes. Each pack randomly gives one book, and the possible rewards are as follows:
