Can't Open Ticket

Well, I am trying to report something and i cannot open a ticket regarding "Bugs & Behavior" Section. Is that section close? or an answer would be appreciated.

Edit: I keep getting "Unable to create a ticket. Please correct errors below and try again!" when there is nothing wrong.
