Casting Speed of Strong Shot skill by the anti mage rangers can be affected my items or gems that help reduce cast speed?

That is correct, but work on casting speed gems and attack speed gems(and souls/items that affect it). The casting gems will cut down the 3s cast time of the skill, but it also has a 0.9s duration(which is affected by attack speed.)
