Unfortunately, nothing can be done against unethical traders -- there are no refunds for trades made. Costumes can be traded via Trade interface; anyone who asks you to pay first and gift later almost definitely plans to scam you. Next time, be more careful with who you trade with and how you conduct the trade. Your loss is unfortunate, but at least you can now warn others in your server of the player responsible for doing so.
