20 is max for perfect for sure, dont have legendary to test and confirm.

My guess is that target value at lvl 20 was ment to be around 60000 (approx. 5 times starting value) and since starting value is 12000 so 60000-12000 = 48000 which divided by 19 levels gives 2526,3 per level . When u round 2526,3 you wil get 2526 which is increase per level.

But again those are only assumptions
