I tested from 12 to 16 with a illustria with NO bonus items, just buy and use 22,871 holy stones from level 12 to 16 nymph

7 stars → 8 stars = 513 Holy Stones

7 to 8 generally takes slightly more than 500 stones so it's definitely possible but you might want to add a little buffer just in case.

520 seems the max for 8, usually at 510 or 512 it evolves.
