It opens at 70, seeing the Stable Crystals that the Stable requires can be gotten from Divine Realm only.

any idea where u use stable crystal?

You use them to upgrade your hero's mount.
After the mount you upgrade with blessed stones reached level Level 3, it will ask for 20 stable crystals ( yes, nobody can level it up more than level 3, because it asks 20 stable crystals and only way to get them atm is via Divine Shop in DR ( 5 per day, which means 4 days to get them. )
