bug or cheat?

Hello,

Don't know if it's a bug or something else so i didn't know where to put it.
It's about a player named ANGELICA that followed me, in CS while i was transporting, into base and stood there a few seconds like he was thinking either to attack me or not. After a few seconds left my base and a couple mins after didn't even seen him on game.

This happened on 17 but forgot to post it.

in Wheel of luck u can buy seeds for 1 point, so u can get lots.
