When you own 50 of the spell books. You have to get them from events before you can unlock. Then, and only then can you buy them with Celestial Divine stone (which is hard to get, like, very...).

You're right, my bad. Maybe it has to do with awakening lvl...
I'm close to getting it to lvl 1, will see how it goes for myself, until then gotta wait for the mods, I guess.
