With lvl 14+ heavenly storm (which claims "Has 100% chance to trigger a normal attack after each attack. Also has 100% chance to ignore Defense and attack the enemy with the lowest HP, 100% chance to Hit and Crit.") equipped on Golden Queen the skill doesn't activate, ever.
