Pandora mail dodge did not work?

One thing I noticed in grand final 2nd battle between zeal and vh is that by the end of turn 2 3 heroes were dead (zeals HW and vh HW and GQ). What i want to ask is how is this possible. zeals hw was killed by heavenly gist which is 100% hit so justifiable. However vh golden queen and hellish wolf were killed by 2 hits from zeal golden queen. Can anyone explain it?

On GTA forums said that pandora ultimate dodge is 220k, and if you hit gets above that you will hit and dont miss your hits.
