Homestead Child

Hey guys, I was just wondering if that bar has to be completely full for the game to successfully grant me a child in homestead. I have spent countless amounts of diamonds to accumulate my luck and the bar is almost at the maximum potential but still no luck. Is this just bad luck or did I miss something?

Bad luck, usually it progress at 80%, but as with angel evolution it may need full filled bar.
