CS Tyc Shop offering Luxury items for regular tyc certs

In the current CS Tyc Shop, apparently you can buy Luxury items with regular tyc certs. 4 guys on my server used regular tyc certs to buy Astromancer. In my Tyc Shop, under Luxury, supremacy certs are used for everything and it won't let me use reg tyc certs. How come my Tyc shop is different?
