It's actually proportional. Like China has the most players allowed but they have over 100000 players, so it's not easy for them

It wont be same, it will depend on how you build up your characters.

There should be some premilinary round for the chosen 300 .. its totaly unfair for those who started later and are strong but they didnt catched up on lvl. Or cross server tournament top 300 / region would be the selected ones.
