star ore problem

can anyone shed any light on the star ore problem????i have been told by a vet ingame that its a bug and we should save them...but what about all the times ime failing to upgrade due to not being able to use them....ime losing lots of upgrade ore by doing this

and how do we upgrade in the meantime?????????we gonna have lvl 50 main with all low lvl mercs....whats the point in that
