It's depend if you go for arcane or restoration tree.

If I'm not mistaken:
For Arcane, you need 1500 defense, 6000 intellect and 1500 endurance.

For restoration, you need 3000 of defense, intellect and endurance.

Keep in mind that tattoo engraving also count for the tattoo requirement.
Also, when you work on your tattoo, don't forget to take in consideration the negative stat you get from each tattoo; if you get +200 intellect on a tattoo but at the same time you have -100 intellect on your next tattoo, you end up with only +100 intellect overall.
