Is there a specific formula saying how guild skills affect battle rating? Do they affect it at all? Thanks!

If you level for instance your Power Boost in guild skills, Power Boost will increase with about 40 at a time. each point of said 40 is 4 PATT and 1 PDEF. So yes, it does increase your BR. By quite a lot, so don't underestimate your guild skills.
Just hover over the skills and it'll tell you what they add.
