    No, it means the min is changing to 71% (21% of 90%) and the max is changing to 133% (21% of 110%)
    That's also why this astral is actually usefull and that's also why you got it wrong.

      Sorry, the measurements have already been done and reported elsewhere. No-one has to take you seriously, when you refuse to read.

      That said, even with the empirically correct reading, increased floating damage is useful in normal battles, just not world boss. It can convert an "almost dead" to "dead" result, thus increasing the probability of fluke kills against targets that take a few hits to kill (loosely speaking, 1-4). Also, against opponents with armor (world boss has been tested and has 0 *DEF) the minimum damage calculation cuts in and causes the damage to be higher than predicted on the low end.

        to tell you honestly sir, try understanding what "expanding floating damagg by x%" is.. default floating damage(means no ruthlessness astral) is 10% or something like that.. now if you have understood already what expand means..with a 21% ruthless it will be a 10%(default) + 21%(astral) = 31% floating damage
        means to say minimum damage will be 100-31=69% ; and a maximum of 100+31=31%
