no, no balens, because R2 refuse to place in those VIP cards they used for balen-consume events... donno why tho, but they just never place it into shop. (some others have in shop, just not R2)
Also... I only realized this now...
There was a thread that OP said he's going to use "free balen" to buy VIP... but I guess he can't... I giggled.
So yea, VIP is Credit Card only, there's is no other payment method to obtain VIP
(pure P2W factor, because you can't obtain it any other way - it is impossible for any non-casher to obtain even if they do free balen)
