    you only need it for daily and bounty quests

      With resource quarry you mean the 'harvest wood', 'harvest copper' quests? That quarry isn't located in the city. You go there by clicking on the quest. But, it's been ages since I last did that, so if something has changed, I wouldn't know about it.
