What is the required level to synthesize fashion shard?

I have qty:10 fashion shard but I was unable to synthesize it to fashion core. I keep getting message "Hero Level too low.".
Anyone can help?

level up adn u wil find outt keep trying

I read somewhere it is lvl 46. that's when you start doing spire and get shards/core from spire chests.
