It's a number based off of the max you can get. For gear that classifies with Upgrade-ability of the gear, Refinements, and Enchants.
If Enchants are all maxed you get a 100% for that.
If Gear is fully upgraded you get 100% for that.(Note: 70 Gear since it can be upgraded to 80 gear you don't get 100% in that for having 70 Legend)
If Refines are all 10 Star and the best ones for your class based on what the game decided is the best for your class you get 100% for that.
Making it max 100 m.
