it unlocks at lvl 25 unless they altered it in the recent patch

It unlocks at lvl 18 now iirc, but in the new servers with all the event quests now giving xp, you will gain massive amounts and rush your level. Once you do some quests and catch the system back up to your level, you should be able to use Astros.
