Are level 0 wings still not avaliable to upgrade or synthesize?

Hi I was wondering if I could do anything with my level 0 wings? Figured I ask since the new version of wartune came out and maybe thing have change for the level 0 wings as well.

Ended up selling my level 0 wing instead because it is useless.
