The crit system reveal

I have been trying to find anything in regards to the crit system and how it works, the rates and how much you actually need to get a 99% crit hit rate.

If anyone has info on this please post. If you to are wondering why the big secret from r2 please post here. Please let everyone know to reply we need to know this to better play the game.

I doubt that there's any way to get a crit rate as high as 99%. But I certainly would like to know what the actual mechanics of it are.
