YOu should be able to say things as you duel other players that they can see like BOOYA lol and such +1 if you like this. also the caption should show above the players head that says it so others can see. If you think this will lead to smack talk and harrasment then make them only certain quotes that can be said.

You can already chat while pvp-ing....
Just press enter and the chat box will pop up. I know, I 've chatted during Battleground and group arena.
The only chat you can't do while pvp-ing is the private chat.(S14)Squintina
