you can use the appropriate amount of level 8 gems to make an 11 without going through 9 or 10
its something like 27 level 8 gems for 1 level 11
3 level 8s for a 9
3 level 9s for a 10
3 level 10s for an 11?
3x3x3 =27

only the craft lvl give you the reward

the following case may help you:

1. craft lvl 8 by lvl 5 - lvl 8 reward get, others no
2. craft lvl 8 by lvl 6 - lvl 8 reward get, others no
3. craft lvl 9+ by lvl 5 - no reward
4. craft lvl 9+ by lvl 8 - no reward

if you make a level 8 yes
anything above no
you dont get lower rewards either

all in all, you are better off synthing up to a level 8 then crafting a level 12 or whatever you want to craft
