Holy Cast/Forge is something in the class advancement package, per wartune themselves. That wording can be found here, under event number 02.
The holy forge itself takes Hammers and Stoves that drop from the Jewel Hunt, as well as can be gained from cross server guild battle and from the sylph atoll as well as some other in game ways when made avail.
This is what it looks like, a fee of gold is taken when used. You must have the right amount of hammers and stoves in order to attempt and if you fail/succeed, you will use them regardless.
