Have full set, have extra pcs, still cannot claim.
Can only suppose its for synthesizing the pieces, since they sell leg shards and loids in shop together with this event.

I made one piece of lvl 80 equipment(armor) and was able to collect the last reward. Dont have a complete set of anything, so seems you only need to make one piece.
