Suggestion for a new server using GMT +4 time

Hello,
Could I suggest a new server in Moscow or a new server working like Moscow time (GMT+4) please?
If this sounds like a stupid suggestion, please never mind me.

its not possible forget if its stupid or good
because wartune belongs to 7road and r2 needs to get permission for it
7road doesn't want to make a new server time so just like the rest of us
