It stays locked to the BR from the last night of Registration. You can't change the rating recognized by CSGB mid-event.

if they don't go online for over 7 days, their BR is not counted towards guild BR.

For further reference, not exactly related with your question, the BR of players that have been offline for more than 10 days doesn't count towards the guild BR.
