Max Level for new advanced talents ?

does someone know the max talent level ?
is it 10 too ?

You need lv10 to get lv6 from what I've seen, some weird restrictions.

1 I got to 3 another to 5 then not let me any further says upgrade talent to 4 and 6 but Talents are maxed on both?
