Sms system for other countrys

Hi, i am a user for another country (Venezuela), and not have yet credit card and not its possible get a card game, because in my country no have a shop near where i live.
I offer them the idea of the message system, this its more comfortable and more accessible for the people like my i want to contribute to the server
because i really like but i can not even, please take into account this idea....

Hardly understood you but yeah other countries need sms payment system,lets say like Latvia?!
