Hi, so I just noticed that sylph skills have level with them, wonder if they can be leveled up.

As far as I know, at this time sylph skills can not be leveled up. We never know what the future may bring so keep an eye on the news and events in case anything new comes about as we never know until they tell us... would be interesting though
