My Advanced Brutality Rune Is Stuck At Level 6..

My advanced brutality rune is stuck at level 6. I tried upgrading all my talents to let me level it further, but it is still stuck. How do I get it to level 8?

To explain more, each "tier" of advanced class level (1-8) corresponds to the cap on advanced runes and holy forge. At tier 6 (Sacred Dragon Whatever), you cannot level advanced runes above lvl 6 or holy forge above 6-10. It also is tied to how many astral refine slots you get.
