Players trying to do the CA win 3 BG quest have an extremely hard time doing so because they're always lumped in against players who have long since completed the quest.
I suggest modifying the quest first to only ONE bg win required to advance, and 2nd, until the quest has been completed you are treated as a level 79 as far as what BG you join.
This would only be in effect as long as the win xx bg quest was active and not ready to redeem, so a new level 80 would not have the option to simply not progress to the win xx bg quest in order to avoid
high level bg.
