If someone is working for wartune should they be aloud to have a tune on a sever and be able to hold title's and be a guild master?

When you say working for, do you mean one of the volunteers (mentor, moderator, etc?) or do you mean an actual employee?
As far as I know, all of the volunteers are players. They are subject to certain rules to prevent abuse of authority for personal gain in game. If they are abusing their position, you'd want to screen shot or make a video to prove it and submit a ticket.
I do not know what rules R2, proficient city, Wartune USA, or 7Road have for their actual employees. I'd assume that they are subject to ToS, just like the rest of us.
