Don't know how I got Feathered Wings level 0 but even after identifying and refining they are STILL level 0! How do I get them to level 1 so I can get the proper value when I synthesize them?

ive had a pair of level 0 wings that has been sitting in vault for months and months..and after all the searching and questioning ive done i got no useful info.. you can recycle them, sell them, or store them, and as far as i know thats it
