what happens to the extra chips when the event ends?

The chips are listed as "Permanent" in your profile tab (where you have insignia,crypt tokens,etc listed); not sure if that's accurate but if they expire I'm sure you can complain in ticket about it lol.

do we have any idea how often this event will reappear?

I saw them as perm and the points also. but if the event is once a yr it does little good.

Probably as often as the blackjack game before they forgot about it; once a month or so? Until something else comes and replaces it like "super happy lucky fun time slot machines".
