One of the few? None of the other providers have the mini-client outside of R2 to my knowledge. There's like a dozen.

I play on R2 platform, and I will agree it's a bit unfair, at the very least, to everyone else that doesn't play on an R2 based server. However, it does say "R2 Perks" so I am guessing it would apply to those who are playing on such as well. Maybe, it's their way of trying to "bribe" players in hoping they will look the other way. They can give me millions of balens, but that still won't change my opinion about them.
