What level was that toon when you quit playing? According to this company, toons very rarely get deleted. They have to meet pretty strict guidelines to get deleted like level 13 and below, never recharged, still in twilight sands and some others but can't recall them right now.

Do what harry said and send in a ticket with as much info as possible about your toon.
