When the mounts came out it was said that we can find mount whips in various dungeons and the forgotten catacombs, but it is nowhere to be found, has its drop not been implemented yet?

I drops like crazy in the guild altar. You also can get easily from VIP wheel. Beside that, you have a lot in Guild Battle too. If need more: Balens.
