I notice it happened shortly after it became possible to make fused sylphs with bb. My guess is the devs saw we were getting $600 sylphs for $200 (if you recharged with the right combo of events) and took away the "free" bb from recharges. That cost them profit from me since I was using small recharges to build up bb for knighthood talents.
