Witch hats are no where to be found in game for lottery. Some said it was in crowdfunding but if you look at rewards it is not listed. So where is the witches hats?

It is in Crowdfunding. Every 100 balens recharged you get 1 crowdfunding certificate which gets you 1 witch's hat. -
